WCM: Criteria to Evaluate Achievement Level for Safety Pillar

1. Safety Evaluation Levels

1. There are reports of accidents. No substantial reduction of accidents has been achieved yet.

2. Each time an accident takes place, an accident analysis is made and countermeasures to avoid a repeat are taken.

3. There are safety standards, but are not strictly followed by all employees.

4. People are responsible for their own safety, and take countermeasures autonomously against safety problems.

5. No Lost Time Accidents for the last three years. Proactive approach to safety. Fully implemented Safety Management System. ISO 45001 achieved.

Level 1

- Informal safety management system only 

Level 2

- 70%+ compliance with safety audit

- Safety Improvement plan in place

- Register of group and national safety requirements

- All accidents are reported Thorough investigation of accidents (root cause)

- Countermeasures are implemented for analyzed accidents

Level 3

- Written local standards and procedures available and communicated

- 75%+ compliance with safety audit (self audit)

- Effective compliance with local and national safety legislation requirements.

- Effective Safety Pillar structure in place and active

- Effective reporting of non-injury incidents ‘near misses’.

- Behavioural Safety System in place with all managers, supervisors and team leaders trained and actively participating in the process.

- Basic Occupational Health System in place. (Eyesight and hearing regular checks).

- Visible safety information boards, frequently updated

- Visible audit schedule displayed

Level 4

- LTR = 0

- Evidence of involvement of employees in: 

+ Recorded Daily Checks of Safety systems

+ Scheduled employee safety inspections

+ Scheduled employee audits/observations by all employees

+ Highly visible safety information sheets filled out by employees

+ Evidence of continuous safety improvement programme

+ Full effective and timely close-out of investigations

+ Near Miss incidents or ‘Safety Concerns’ reporting programme

+ Regular employee risk assessment reviews

+ Regular safety procedure compliance audits and reviews

- 80%+ compliance with safety audit (Group audit)

- Full compliance with all BPB key safety objectives

- Full compliance with BPB safety standards

- Regular meetings of a Health and Safety Steering group with the Site Manager in the chair held quarterly.  This group will set objectives, assess progress and identify resource requirements

- Occupational Health programme to include:

+ Hearing conservation programme

+ Skin Care programme

+ Reports to management of Occupational Trends and Issues

- Assessment of employee suitability for jobs with specific health requirements. (Driving, Working at Height, Work in Confined Spaces etc)

- Employee Safety Attitude questionnaire completed and results communicated.

- 10 GPLs issued

Level 5

- All of the above and

- Attainment of ISO 45001 (Including continuous Improvement)

- Zero LTR for last 3 years and no employee or contractor medical treatment case in last 12 months.

- Demonstrable involvement of employees at all levels in safety systems development.

- Second attitude survey (Dupont purception survey) completed demonstrating continuous improvement

- Safety highly visible in the workplace

- Mature and effective Behavioural Safety programme in place.

- Health Advice to include well-being programme. (Diet, weight, smoking and stress issues)
